Does help depend? Peter Heller's documentary film tackles taboos of relations between the states of the North and the South, the countries of Europe and Africa. Using three case studies from Mali, Kenya and Tanzania, he examines the effects of development aid from the point of view of Africans and asks: Why has Africa not given the expected boost to development after 50 years and 1,000 billion US dollars in aid? This documentary film shows typical projects over three decades from planning to probation or collapse. But it also questions the Africans' own approaches, which are currently seen as hopeful and positive.
